Sandra K. Wagner, of Front Royal, VA aged 79,
departed peacefully from this life on April 14, 2024 in Milwaukee, WI.

Born on October 31, 1944 to Don and Roberta Downs in Suffolk, VA, Sandra Wagner touched the lives of everyone who knew her with her strength and spirit. She was a dedicated military wife to Major James C. Wagner who she married on August 6, 1966 and together they embarked on a life which took them to Sacramento, CA; Manilla, Philippines; Tampa, FL; Clovis, NM; Middle Aston, Oxfordsire, England; Biloxi, MS; Front Royal, VA; and Milwaukee, WI. She was involved with scouting worldwide and was both a Cub Scout and Girl Scout leader in the US and the UK. She was engaged in many community activities including The Original Layton Boulevard West Neighbors. In addition to her service, she loved to read, grow flowers, and travel to see and experience new places.

Sandra Wagner was predeceased by her husband, Maj. James Wagner; her brothers, Oren & Earl Downs; and her sisters, Hellen Downs, Nellie Bailey, and Edna Riggan. She is survived by her loving family, including her son, James C. Wagner, Jr.; daughter, Shannon E. Wagner; sisters: Dorothy Cobb, Mary O’Geary, and Norma Sue Umphlett; as well as numerous nephews and nieces.

A funeral service will be held in honor of Sandra at Heritage Funeral Home, Oak Creek on Tuesday April 23 at 7:00pm. Interment will be held at Arlington National Cemetery at a date to be determined.

    Sandy added to who I am because of who she was and what she gave to others. I thank God for her contribution and friendship, and the many layers that made up her character. I’ll see her again in eternity and we will start up again. You will be dearly missed my friend. Love ya, Kathleen
